Vancouver is Most Livable City... Really?

Some organization in U.K named Vancouver as the most livable city in world. According to the article, it was based on these five categories:

stability
healthcare
culture and environment
education
infrastructure.

um… really? Why do I feel like we are lacking on healthcare and education? And did you consider housing prices?
